The cost to operate a minor league football league just might be prohibitive if you're relying on ticket and broadcast revenue. Insurance costs have skyrocketed. http://www.espn.com/espn/story/_/id/257 ... leges-espn

Late to the party on this, but this penalty is selective enforcement and absolutely outrageous.
