Wenger basically had his hands in every facet of the club and his inability to stop the scum from having a soft centre was club-wide. Essentially there's too many players in the club who aren't going to work hard without the ball outside of a few matches. Emery had them going well as a new manager but eventually Wenger's legacy won out.

That club aside from a few new names is essentially the same as it was under Wenger, only they had some better results early in the season.

Even with 13 straight games without a loss or whatever they, as a whole, have been mediocre at best and deserve their "best of the mid table" spot they're in. Unlikely they'll be in the champions league next year.

Across all comps they won 11 straight from August 25th - October 22nd and didn't lose until Dec 18th. It looked frustratingly likely Emery had turned things around for them and yet they're in line for a Europa spot with squad drama.
